Hi Anthony, following public consultation with local residents and sporting groups in 2017, EDQ designed the new sport and recreation precinct (The Green) based on community feedback.  In addition to an onsite engagement session, an online survey, local newspaper advertisement, newsletter to 8,400 homes, and letters to 23 sporting groups were carried out. A skate park wasn’t a facility that was highly sought-after.  There is however Bracken Ridge Skate Plaza which is located 11 minutes down the road.

The $1million pedestrian/cycle bridge within Carseldine Village is now complete and is due to open for use to the public soon.  

The Department of Education have advised there is a path from Aspley State High School south-west of the bridge, that goes around the pool so students will be able to use the new bridge and path to access the school. During the balance of the Stage 1 civil works at Carseldine Village which are expected to be completed by the end of 2020, this will be via the pre-existing pathway accessed from the Dorville Road entry north-west of the bridge.

As part of any significant development project, a traffic impact assessment is necessary. The documentation submitted for the Carseldine Village Stage 1 PDA development application included the required analysis. The proposed traffic management measures were rigorously assessed and approved.  These measures include upgrades to three external intersections, one of which is on Dorville Road, with their construction commencing shortly. The Stage 1 traffic advice can be found online searching (DEV2019/1074). 

Please also note on 20 June 2020, the Queensland Government committed a further $128 million towards addressing safety and congestion at Beams Road. Construction of the $233 million level crossing overpass could commence as early as December 2021, subject to funding contributions from Brisbane City Council and the Australian Government.   See here

In relation to your query around school capacity, the Queensland Department of Education https://education.qld.gov.au/contact-us would be best placed to discuss these matters. 

The new bridge will provide a safe, active travel path for school children to cycle and walk to school, including lighting on the bridge and along a new section of path which connects with the existing pathway on the north side of Cabbage Tree Creek.

In regards to vegetation removal EDQ have followed Brisbane City Council standards in relation to the proximity of vegetation to pedestrian/cycle paths for public safety, as well as vegetation protection.  

1)      This development does not include works in Cabbage Tree Creek for stormwater management.
All stormwater management measures are delivered internal to the development, and include, amongst other measures, a new 1,200mm diameter stormwater pipe in the main entry boulevard. This pipe and the other proposed measures appropriately manage the stormwater impacts from the development without any works being required in Cabbage Tree Creek.

Works on the three external intersections included in Stage 1, which are (in part) outside the Fitzgibbon Priority Development Area, are also subject

to Council approvals which have now been granted.

Please also note the Department of Transport and Main Roads is currently undertaking a planning study on the Beams Road level rail crossing to

Development applications to amend the Carseldine Urban Village Masterplan, and for the Stage 1 development, were lodged in October 2019. A public notification period for both applications is to run for a 22 business day period from 20 November to 19 December 2019, giving the community a formal process to have their say on the proposals.

The Community Open Day on 1 Feb is to celebrate the approved and completed $6.5m brand new sport and recreation precinct (Stage S).

In regards to future development of the site the development applications (DA) for an amendment to the Carseldine Urban Village Masterplan, and Stage 1 development, were lodged in October 2019.A range of reports and documents were prepared for, and submitted with, the development applications including but not limited to a town planning report, proposal plans, landscape plans, civil engineering report, stormwater management plan, traffic impact assessment and ecological assessment.

The applications can be viewed online by searching DEV2018/932/3 (Masterplan amendment) and DEV2019/1074 (Stage 1 residential subdivision).

The Masterplan amendment application looks to formalise the location of the village heart for the Carseldine Urban Village on the western side of the entry boulevard. The Village Heart will provide for a local active retail, commercial and mixed use precinct that links the existing Government Office Precinct, with the new residential development and the new sporting facilities, all a shortwalk to the Carseldine Train Station.

The Stage 1 residential subdivision proposes 53 terrace housing lots and one mixed use allotment. The development will also propose one retirement / aged care development allotment which will be subject to a separate future development application. The terrace homes:

• will deliver a contemporary built form, with individuality and diversity in design
• provide affordability for future residents, with all homes required to achieve a minimum 7-star energy rating
• achieve a minimum Silver level of the Liveable Housing Design Guidelines, making them safer and easier to use for all people including: those with disability and ageing Australians
• provide privacy for the residents, while presenting attractively to the street.

A public notification period for both applications is to run for a 22 business day period from 20 November to 19 December 2019, giving the community a formal process to have their say on the proposals.

The Carseldine Village Sales and Information Centre is under construction. Works onsite will occur over the next two months. The building is temporary and not fixed, therefore if an approval isn’t awarded the building can be removed.
